b. Who were staying in Jerusalem at that time?

Answer: "Now there were staying in Jerusalem God-fearing Jews from every nation under heaven," (verse 5).

Because of Pentecost, there were Jews in Jerusalem from "every nation under heaven." From the list of nations in verses 9-11, this would have been the Mediterranean world, not the whole world (globe). Of course, when these people went back home, the Gospel would continue to spread.
