This would be in every town where there were churches of
Christ. For the Lord's church to be organized according
to the Will of God, each local congregation must have QUALIFIED
elders, followed, then, by qualified deacons. A church can be
"Scripturally unorganized" until qualified elders can
be "grown" or "matured" to meet God's
qualifications.
