a. What is the wrath of God revealed from heaven against?
Answer: God's wrath is being revealed from heaven against all the godlessness and wickedness of men who suppress [to put down, to subdue, to keep from being known] the Truth by their wickedness, (verse 18). This wrath of God is not a petulant, irrational burst of anger, such as humans often exhibit, but it is a holy, just revulsion against what is contrary to and opposes His holy nature and Will. God's wrath is not limited to the end-time judgment of the wicked. Here, the wrath of God is His abandonment of the wicked to their sins (verses 24-32). These men who, because of their wickedness and godlessness, keep the Truth from being known also claim to be wise, but they are really fools, (verse 22).
